not entirely true - chemical sunscreens do not need to 'penetrate' the skin to work
both chemical and physical sunscreens work straight out of the bottle, they just need to form a continuous film on ur skin, so u can apply both the same way

yeah, this is kinda misleading. Your skin act as barrier and the sunscreen does not penetrate your skin.
Both sunscreen works the same by absorbing UV and turns it to heat, and these were proven by chemists and dermatologist. The only difference is physical sunscreen absorb 95% of UV and only 5% were scattered or reflected away.
