I have sensitive skin, after using Rose deep hydration facial toner of Fresh which has fragrance.  My skin is irritated , itchy. What should I do to reduce the irritation? Please help

Irritated because of fragrance

I have 4 products, 2 toner and 2 hyaluronic acid. The Ordinary said apply toner first but in the inkey list it says apply hyaluronic acid first. Im confused, please help me make a routine. Here are my products.

Not for dry and sensitive skin because of alcohol

Not buy it again because of alcohol and fragrance.

It is really good thick moisturizer for winter time.

I cannot think of any because the ingredients are all save for me(  dry and sensitive skin) and other types of skin I think.

I got this free from the giveaway and expected nothing but OMG this will be one of my favorite.
The price: even though I received it for free but it is $14.50 on Amazon which means it is $2.1 per oz.. compare to The ordinary glycolic acid 7% toning solution costs $1.09 per oz. $14 is not so expensive for a bottle of 200ml (6.8 oz)
Bottle design: it is dark blue hard plastic. The tip is small so it allows small drops. The bottle looks like a bottle of medicine. 
Expiration dates: on the bottle labeled 12 months after open but it also said expired on 2023.02.04( dont know which one is month and date) I received it on Feb 03 2021.
Smell: it has lightly flower smell which I really love. It does not has fragrance but the smell is from Astragalus Membranaceus Root extract I think.
Texture: it is watery and has no color, with a drop I can spread half of my face.
Two things that it makes this become my favorite are it helps my face hydrated without irritation, most other toner make my face irritated for the few time before my skin get used to them. With this one, my face is not itching or irritated at all. I was surprised that all my products on my face after this product absorb into my skin really fast. It did not happen to other toner. I have to spread my serum and moisturizer faster because they absorb so quick. I would like to try other products from this brand too.
