is it true that i can’t be using retinol on my younger skin? (i’m 15)

i purchased glycolic acid to help with hyperpigmentation, my acne scarring. i have a basic idea on how incooperte it into my routine, but i don’t want to take risks i want to be sure im using it properly that i wont damage my skin further. 

- when should i use it in my routine?
- how do i properly apply it? etc..

i have these tiny bumps on my t zone, they arent painful but they are starting to build up. my cheeks are normal and don’t breakout unlike my forehead. im only 16 so there are ingredients i should avoid. how can i properly treat it?

it claims to be a dry-touch sunscreen but really leaves a oily and greasy feeling with leaving your skin looking shiny (not too much though). to clarify i have combo skin, my cheeks are normal while my t zone is quite oily. this sunscreen also leaves a minimal white cast. i dont plan on buying it again, and i do not recommend buying it as there are many better options.
