Hello guys. I'm just turning 23rd, is it okay for me to use retinol in my skincare routine? Or I have to wait until I am 25th?

This product contain niacinamide 10% which is only expert should use that, but I want a give a try. That works so well in my skin. But, when my skin in a pretty dry condition, it gives tingling sensation in my skin. But I still can handle that
