suncream is quite important and should be worn everyday, even in the winters but does anyone know why? where i live it is quite cloudy so do i still need it when i go out?

My skin goes quite dry, especially in the winter, and after washing my face it feels quite tight (probably due to the water having higher levels of chlorine). I have also had dermatitis before, so i had dry patches on my skin. any recs to keep my skin hydrated all day long??

honestly the skin under my eyes is kinda thin, so dark circles are more visible. also has little wrinkles on it and can sometimes get dry (my skin is naturally sensitive and dry)
