it is not water tbh. it is more like essence-feel. a bit thick and really deep moisturizing your skin there is a scent but not too strong perfect choice for dehydrated skin or choose to have a simple routine one. it do hydrated but not overhydrate

the absorbing time is a bit longer than others hydrating toner.
