Is it a toner? Is it a serum? I’m not sure. Officially, I believe it is considered a toner. The instruction state to use it after cleanser and before serums. However, it’s unique, thicker creamy texture might make you think otherwise. The important part is it does what it claims. It is super hydrating and moisturizing without leaving any heavyness on the skin. It dries without any stickyness and feels very refreshing. I had no trouble layering serums and moisturizer after using it. I also experienced no irritation on my reactive skin. Overall, it provides a really nice experience and I will definitely repurchase when it runs out.
