Overall, I think this is just a basic watery toner. For my combi skin type, I needed around 3 layers to feel the hydrating effects so it’s gonna take a lot more for it to feel hydrating enough for dry skin types. There are other watery toners at a much lower price, like the Naturie Hatomugi one, that can deliver similar or even better results!
