It is a bi-phase product, so you need to shake it well to mix before using so that the oil mixes. It is quite watery, so I soak a cotton pad, then hold it over my eye for 5-10 seconds, and then gently remove. I wear contact lenses and it doesnt leave a residue. I bought mine in Korea, but I think you can purchase it in the US online for under $12
