Because I don't have dark circles or dullness in my under eye so I didn't notice any change but yes it does moisturizes and soothes the area plus it also helps with the fine lines. I think to see result you need to be consistent using the cream. Overall I think its worth the hype and also its inexpensive and so I would say you gotta try it out first. Why? Because its formulation is quite good and it effective.
