I gave it a 4 out of 5 rating because first, Neogen has been an old Korean brand that’s trusted in Korea. It contains loads of active ingredients that help with exfoliation and with added Panthenol which is a calming ingredient. I love the texture of the toner pads, make it a bit adhesive to the skin.
