If it's the Cerave Hydrating Facial Cleanser, then it won't be able to remove makeup very well on its own. It can probably remove a non water-resistant sunscreen but definitely not makeup or water-resistant sunscreen. It's just not powerful enough since it's a gentle cleanser.
You'd need a different makeup remover like an oil/balm cleanser or micellar water before cleansing with the Cerave Hydrating in order to properly remove all traces of makeup.
But if it's the Cerave Hydrating Foaming Oil Cleanser, then yes it can remove makeup.

@glowwithmeee Lol my sister has the same problem. She also bought the same cleanser in the biggest size and couldn't finish it 🤣 she stopped using it awhile ago and switched to a salicylic acid cleanser prescribed by the doctor for her breakouts.
The Cerave cleanser can also be used as a body wash! You can also gift/sell it to someone else

A bit of both, people like myself love to use it in the morning with no issues.
But in the evening it may leave issues because it does leave a film of moisture on the skin after you wash so for certain people it may lead to breakout.
So you may to switch to other Cerave cleanser that foams like cream to foam or foaming face wash or hydrating oil foam

Yeah,it did break me out because it's doesn't foam and remove makeup efficiently

I would use garnier minecell water the pink one.its the best with a gentle cleanser.its my go to ,since I have been using it i don't break out that bad.>>it removes make up very well<<
Tipp: don't wash your face in the morning ,only with water.🔛🔝you will see result
