Try NYX Cosmetics. They have affordable products that are also pigmented and good quality too.
Their Buttamelt range is great and includes skin tint, bronzer, blush and highlighter. Their lip products are also Fab especially Lip IV, Butter Lip glosses, lip oils etc

I would definitely recommend you to check out E.L.F. cosmetics, their products are very cheap and good quality. Also once you are more familiar I would definitely invest into a good foundation. Here is a list of products I would recommend.

Do you have western brands more accessible or kbeauty, jbeauty or other brands in your corner?

If you have good skincare, you can skip primer and use a foundation. I do recommend to check Maybelline lumi matte foundation or L'Oreal serum foundation as drugstore options. For mascara, try any drugstore options.
Considering you're a makeup beginner, don't try an eyeliner for now, it takes a lot of practice to perfect it.
For your lips, it's the easiest. You can try Elf creamy lip liners as they're affordable and glides smoothly but aren't long lasting (max 4 hrs for me). Depending on your preference, you can look for lip stains, lip oils (tinted or not), liquid lipsticks or lip glosses.
I do recommend color riche lipsticks from L'Oreal or even the classics from Revlon or even Rimmel (Milani is also good). I've heard good reviews about the Elf lip oils. I've tried Elf Lip stain and it's really good for a light tint on the lips. NYX butter glosses are good too!
For a blush, I absolutely recommend you the Elf camo blushes, it's affordable and the colors are gorgeous and pigmented (it's also long lasting on me).
For eyeshadows, a good option is the Elf bite size eyeshadows. The shimmers are pigmented but the others not so much. However, it's good enough for a simple look and if you can use it as an eyeliner (less messy and easier to create the shape).
