I usually cleanse with micellar water and a gentle cleanser or water is fine but make sure to thoroughly wash. If you stay home most of the time, a moisturizer with spf is okay to use. Here's what I use:

It is quite impossible for you to take off sunscreen with only water even for non-waterproof sunscreen.
Most sunscreen contains zince oxide or titanium dioxide ( physical uv filters ) that makes you leave a white cast on your face. Zinc itself is water resistant , so you can't take it off easily.
While for chemical sunscreen , most of them are oil soluble too , such as homosalate. It is contained in about 45% of US sunscreens.
Hence, the only way to get rid of sunscreens is by using oil cleanser or water based cleanser since they have surfactant in it.
Based on this study, it shows that washing sunscreen with only water will leave about 54% residue on your face.

I usually use chemical sunscreen so I assume its gone after I wash my face even with water only. But when my skin feel greasy I use a cleansing water first π
This is my favourite cleansing water so far, it helps hydrate and sooth my face even I use it more than twice a day π

I feel using micellar water for removing sunscreen sunscreen before prayer is the best idea. We usually have to use sunscreen for zuhr, asr and maghrib. So I shower before zuhr and pray and then for rest two waqt using micellar water for removing sunscreen is good option. π
