The skin around the eye area is a lot more delicate than your face so it’s definitely possible to get a reaction there and not the rest of your face. Burning is definitely not normal, I’d probably stop using the product.

The skin around your eyes tends to be more sensitive and it sounds like something in that product is irritating it.
Make sure that you only apply the product where your orbital bone is located (commonly, when your fingers starts to feel that soft and squishy or you're lower lash line, you've gone too far).
