I read something about this a couple of weeks ago on Reddit. If I understood the chart correctly it was the Skin Aqua Moisture gel that tested below SPF50 and also was not PA++++.
The test was done in May 2020 so not clear which version tested low as this sunscreen was reformulated in 2020. The test might have been with an earlier version.

The SPF50 version with the low score was the Skin Aqua UV Super Moisture Gel, which is in the white bottle with a gold cap. (#10 on list)
According to ratzillacosme.com (blog reviewing Japanese Sunscreen) this one was reformulated in mid February 2020. The testing was done in May 2020 but doesn’t indicate if they used the 2020 version or the previous formulation for the testing.
This link below is to the test results which is in Japanese. They tested another Skin Aqua Moisture Gel SPF35 which also tested well below what was advertised. (#19 on list) There was a 3rd Skin Aqua Tone Up UV which has multiple versions and the one tested as 50+ and PA++++.

I also saw the chart the comment from above is referring too. There is at least one from the Skin Aqua sunscreen line that failed the SPF test but a majority of them passed.
I used Skin Aqua Tone Up UV on the hottest weather and swimming for prolonged period of hours without reapplying and I never burned or tanned.
