I’m experiencing pilling of sunscreen as well, no matter wich one I’m using and what products go prior. What actually helps me is waiting for about 10-15 minutes in between the last step of my skincare routine and applying sunscreen. This allows all the skincare products to absorb and eliminates a lots of pilling when sunscreen is applied on already dry skin.

Usually this means that you are adding one to many layers of skincare products, and you skin isn't able to absorb them efficiently. You could also be using products that are not compatible with each other to be layered.
You might be able to prevent this from happening by:
1# Waiting longer between steps to allow more time for your skin to absorb each product (esepically with your moisturizer and sunscreen).
#2 Patting instead of rubbing.
#3 Reducing the amount of product using (use less of each).
#4 Removing a product or two from your routine altogether. You might have one to many steps in your routine altogether.
#5 Ensure that each product is being used in the correct order. Remember: thinnest to thickest. Thinner products won't be able to penetrate the thicker products. Oil is thicker then water, which means that oil-based products should always be applied after water-based products (this includes your moisturizer). Sunscreen is always last, though, regardless.

Using a silicone free moisturizer helped me a lot, and sometimes it’s just the moisturizer is too thick or not dry enough. Maybe too much moisturizer. Patting in sunscreen can help. Easiest thing for me was to just get a silicone free moisturizer+SPF
