I used to have these but they went away. I always moisturize after a shower (nothing special in particular, any body moisturizer I had on hand) and it went away. There was a period that I stopped moisturizing after my showers and it came back but once I started moisturizing again, it went away so I think moisturazation is key.

Might be KP. You would need some kind of acid used regularly to keep them under control. I use the ordinary glycolic acid toner. It's huge, affordable, and works great. I have a full review on it, feel free to check it out !

That is most likey keratosis pilaris. You need to moisturize everyday, preferably a cream moisturizer because the skin is dry and rough. Exfoliate with products that include latic acid and a BHA.
A product I’d recommend would be CeraVe’s SA Cream for Rough and Bumpy Skin.
