It is not normal. The formula is not for you. This cleanser leaves a film that moisturizes skin. I like it because it makes my skin moisturized but for you it’s clogging you up and producing pimples.
You may be better for using their Foaming Cleanser or Cream to Foam Cleanser

It sounds like the cleanser is clogging your pores. I would change it for sure, maybe you Can try their Cream to Foam one or I personally switched from Cerave hydrating cleanser to La roche posay Toleriane one and I'm really Happy with it. 🙈💕
