as it is a soothing serum you can use it on damp skin to make it go deeper

Either way is fine. You can use it after toner or after washing your face if you don't use toners. But I think it is better to apply it on damp skin if you don't use toners

Personally, I apply everything on damp skin except for exfoliators. Products absorbs well on damp skin, as for me. 😅

I usually apply after exfolianting toner or hydrating toner. Dry or damp? There is no actives here that could react with wet or dry skin
