So it’s really not a dumb question because I don’t have the answer😂 but I believe they do the same thing like they must have cleaning agent and surfactant to wash the skin

ooh such a good question. i had to google but apparently micellar water has an oiliness to it that helps remove makeup rather than cleansing water

As far as I know, they have different components. Micellar water might make your skin feel oily after use but it helps in cleaning makeup better. Based on experience, cleansing water feel lighter than micellar water.

No question is dumb!!
Micellar water uses micells disolve dirt and make up. Micells are 'oil loving' molecules great to absorbing oil on the skin.
Cleansing water is a a water based cleanser.
So there are a bit different
