the caffeine eye cream from the ordinary is great and so affordable. if you wanted to layer, dr botanicals do a lovely pomegranate eye serum that you could put on before the eye cream. xxx

I've only tried farmstay's horse oil eye cream and it was really moisturizing but wasn't sure if it brightens. I've read that eye creams with vit c would be helpful and having enough sleep

This has arnica which may help with your dark circles but you need to see what kind of dark circles you have to properly address them. Vitamin K and coldness might also help.
