It can, but it depends what your redness is related to. What kind of skin does you have? Is your skin sensitive to wind, changes in temperature? Does your skin gets red after drinking red wine (of course if you're in age that allows drinking alcohol), after eating spicy food or dairy? How does your routine looks like?
- if it's related to sensitive skin or thin skin/visible blood vessels then the best thing is to strengthen blood vessels. I recommend using vitamin C, rose oil (also a source of vitamin C),egcg, caffeine, rutin
- if it's related to skincare - remove products with alcohol or active ingredients from your routine and try to figure out which product causes redness. It can be related to using too many products with active ingredients, too many products with alcohol, niacinamide - some people can't use niacinamide in skincare or essential oils - especially if you're allergic then I would also think that some EOs or other ingredients are related to substance you're allergic to

If you have rosacea then we got an answer, soy protein should be useful in this case, Vit C below 10% concentration and rutin. Chestnuts extract and azelaic acid can be helpful in case of rosacea, PHA if you want a mild exfoliant :)
