Tips for Oily + Flaky Skin?

My skin is unfortunately both extremely oily and dry at the same time. Anytime I try to wear make up it creases, flakes and looks super cakey even if I only put a small amount of foundation/concealer on with a ton of hydrating/moisturizing layers underneath. Has anyone figured out a method or product that has helped solve an issue like this? I've exfoliated my skin beforehand, tried various primers and hydrating foundations but haven't had any luck yet :(
