Is this Dark Spots or Else?

Question

Hi all! May I ask your thoughts, is it milia or dark spot or else?

I have this since Idk, and I always wear sunscreen since elementary, so it’s like my whole life. I really want to have a clear skin without these spots, do you have any suggestion beside laser treatment etc?

I already tried niacinamide, bakuchiol, and several mask.

Idk what is this, looks like freckles to me but definitely not milia. You might want to have professional to have a check. 
Some ingredients like tranexamic acid and vit C are usually helpful for spots but better have it checked first before jumping into any conclusions.
