first thing first, what's products you've been tried? Then, you should always use moisturizer that really works for your dry skin, don't forget to use sunscreen and always reapplied. Maybe you can try some products that contain ascorbic acid (vitamin c)/niacinamide/alpha arbutin, this active ingredients has highly antioxidants and brightening agents. also you can try to use retinol and exfoliate regularly
