I would not recommend it. even tho it says alcohol free, witch hazel is very drying. It’s stripping your skin of the oils you need, and then making your skin make even more oil to compensate. I’d recommend hydrating toner or a niacinamide toner if you need help with sebum control. Also a toner isn’t meant to get any extra dirt off your skin, if there is dirt on the cotton ground, then your cleanser isn’t doing anything. double cleansing is also extremely helpful.

for me, no. I bought it when it was viral but no, it didn't give any hydration feeling for my skin, even for my oily skin
