i just bought oat cleansing balm, after apply on face, i should wash with water , then use fulvic brightening cleaner, is it?

i don't think that cleanser is suitable for first cleanser (it would be a sec cleanser as well). As the first cleanser, it must be either micellar water, or cleansing oil, or cleansing balm, or milk cleanser. I think better to use cleansing oil. TIL also have a cleansing oil.
