First, use mild cleansers
Second, use hydrating toners or essences that can be layered until you've reached a good level of hydration in your skin
Third, use a moisturizer with good occlusives. I prefer using beeswax and lanolin or otherwise vegetable waxes. I stay away from silicones as they feel awful on my skin and are non biodegradable, which is bad for environment.
