I’ll suggest you to used your hands for hydrating toner so you didn’t waste many product on the cotton pad
and if you’re using exfoliating toner I’ll suggest you to use cotton pad

I simply pour a few drops of toner on my palm & pat onto my face. I find applying toner on cotton pads wasteful as much of the product is absorbed by the pads.

if it is for hydrating toner you can use hands. if exfoliating toner you can prefer reusable pads that is more convenient and saving-cost from buying cotton pads.

I suggest patting it gently onto your face rather than using cotton pads, I think cotton pads just absorb the product and doing so just irritates the skin more if you have problematic, sensitive skin ~
