Beautification Treatment Service

Does anyone here who is a professional that can answer my concern. There is a Spa Clinic who wants to collaborate with me to promote their business. They are offering this kind of brow service like microblading and microshading and makeup treatment like BB GLOW and BB BLUSH... My concern is who can perform do/give that kind of services... Does it necessary that the person who will do such kind of services is a LICENSE or is it OK just to have a certificate.
