I follow skin enthusiast James Welsh. He says applying toner on damp 💦 skin helps in better absorption of the product.
Since then, I've noticed other skin enthusiasts like Susan Yara say the same!
I apply all products to 💧damp skin except vitamin C & retinol!

I apply on my damp skin, like its not completely in dry condition. Damp skin absorbs the toner better🥰

I didn’t applied toner on a really wet face but usually just when my face a little bit wet or damp,the difference 🤔 i think its just preference,when skin is damp product absorbed better but its the function of toner too (to makes our skin moist or damp),i think when you applying toner on damp skin it just make your skin more damp or moisturized/hydrated that helps next product absorbed well

I think it's more about the ingredients in the toner, such as HA will work better if it is applied on damp skin rather than dry skin. Either way to apply is ok I guess, just one method is more suitable with certain ingredients in helping it to be absorbed properly to get its maximum benefit.
