All skin types need a moisturizer for hydration and to keep the skin from drying out. If your skin is overly oily that probably because it is trying to compensate for its lack of moisture.

I find that I am a lot less oily if I have a good moisturizer on my face. Its also been important for me to have hydrating products. Oily skin tends to produce more oil if it’s dry and dehydrated as it’s trying to compensate.
