under eye bags and redness!

What makes the skin red? Is it irritation, rosacea? Under eye bags are usually genetics so there is not much you can do to permanently get rid of them, but you can use some insta-treatments like eye patches (from the fridge) or cold roll-on. Caffeine cream would work nice too ;)
