I do this for all HA products not only toners. for serums and ampoules, I either apply them right after the previous product and while the skin is still damp, or I'll let the product absorb and use a mist to dampen the skin before applying the HA serum.

Hyaluronic acid works best on damp skin so definitely not on dry skin, otherwise it can be counterproductive and end up drying your skin out instead
