Like @fuyuka said, make sure that there are no underlying health conditions.
I recommend doing the following:
1) Exfoliate: use a gentle exfoliator every day
2) Brighten: if you have any brightening serums, just put some on your lips
3) Hydrate: your lips should ~never~ be bare. In the mornings always have a very nourishing lip balm on. keep reapplying throughout the day. At night use a sleeping treatment (they’re thicker and will take more time to absorb)

its really a shame that ive never had a routine for my lips , i just applied any lip balm or lipstick but i should consider this routine definitly , ofc after a health check . thank youu so much for ur time 💚💚
