I don’t know about scalp but you can your the serums and ampoules on your lips if they are about hydration, nourishing, calming, soothing.
if it is about exfoliation I would not recommend

I have only heard people using serums/exfoliants that don't work on them for their armpits, darkened knees, or scars that cause uneven skin tone. As for scalp and lips, they will use hair serum and lip serum. I'm with them in this since it also doesn't suit me right considering the skin of our scalps and lips are different too 😬
