This usually happen when you don't wash your cleanser completely or when you apply too much product. I would make sure to wash your cleanser thoroughly and use less toner.

Gently pressing the toner onto your skin instead of rubbing it in also helps.

maybe you applied too much product or maybe this will happen only in the first uses

I recently opened my some by mi aha bha pha toner and applied straight after cleansing. However the toner started foaming and this has never happened before.
Is this meant to happen?
