Brands have conducted research until they finally formulate their ingredients. I think it’s safe to use AHA & BHA combo together as they’re a same product. It’s different when like you use a 2 different product that contain AHA & BHA.
However, people may react differently to new skincare. So, do patch testing first before applying to the entire face.

Pick one of those products but never use it together. It is best to use the serum at night and for only twice a week. If you choose the toner, you can use it every other day. Even if the AHA/BHA in the toner is quite low on the concentration, it can be sensitizing if you use it on the long run. You can risk over-exfoliating your skin if you do it more than that.

Patch test them first. Observe how your skin is reacting to it. And then slowly introduce them to your routine. Also look for the ingredients you are mixing. Too many active ingredients will cause purging and inflammation.

Always rmb to patch test first before incorporating both into your skincare routine.
I would say it is fine to use both at the same time but don’t use it both day and night.
I’m using TO glycolic 7% toner with my paulas choice 2% bha liquid exfoliant in my daily night routine and it works well for my skin.
But if any irritation occurs, stop and let your skin rest first.
