By no means am I a doctor, however, if you say there are tiny little red dots all over your face, I would strongly recommend to 1) not use that toner anymore since this could be a rash hence an allergic reaction to the new toner. 2) Do you have any allergies? Maybe one allergen is listed in the ingredient list of the toner. If it won't get better, I'd see a doctor if I were you.
Also, buffering really helps as Bazz already said.

which hydrating toner did you use. Adapalene does make the skin dry and flake a bit, but you can use a bland normal moisturizer without any actives to buffer it. Either use the moisturizer after adapalene or use the sandwich technique of moisturizer adapale and moisturizer

It almost looks like a chemical burn under the blemishes to my unprofessional eyes. I suggest stopping both the Adaptalene and toner and going to something very calming and simple until it heals. If you see no progress or it gets worse in a few days, see a doctor.

you should stop the adapalene and go for very basic moisturizer. there's one in cerave. if there's no progress in few days, you should see a doctor
