I think niacinamide is a better choice for your concerns. Though, the combination of alpha arbutin and niacinamide is great for hyperpigmentation. Either one would be a great choice, and I do think both will perform quite similarly.

Niacinamide. The way alpha arbutin works is not to brighten, but to hold the skin from getting darker, for lightening alpha arbutin still need the help of other lightening agents such as vitamin c and niacinamide cmiiw
