maybe you sensitive to rose ingredients? My skin can't handle anything that has rose and I usually get horrible breakouts

Also I'm not a big fan of Neutrogena products, I tried a few of them and all of them gave me small breakouts

I would check the products for comedogenic ingredients and add more hydration, moisture amd ceramides. Also consider using a gentler cleanser at least once a day.
Don't know which exact products you use so it's hard to judge, but Neutrogena tends to have harsh cleansers.

i think you need to change your cleanser. try Salicylic acid Daily gentle cleanser (COSRX) finishing with Hyaluronic Acid & your favorite serum + moisturizer + sunscreen afterwards .

as the previous comments, the deep cleanser neutrogena always too harsh to skin. Iβm using hydro boost cleanser from neutrogena so far not giving me any problem. no tidy bumps or breakout. my suggestion is try to see which one of the product that giving u the breakout. just using one of the product at a time to easy monitoring it
