As both are not the same type of product, I wouldn't compare them if we talk about moisture. Toners are also not a necessity in skincare and you could go without one if you want. Of course some people also don't use a moisturizer but personally, I find them to be very important no matter if you've got oily, dry or combination skin. If you have problems finding a suitable moisturizer, maybe you should consult a professional like a dermatologist who might help you more as recommendations here might be good but everyone's skin is different and you said you have a big problem with finding one :*

I can't really effor a professional so it's kind of hard and I am a bit new in the skin care stuff so I am still discovering and hopefully I will be better

moisturiser of course. i recently use this product because suddenly my cheek and chin become dry. i don’t know if you can get this at your area. if yes you can try this and the price so affordable and cheap yet it’s works on my face. it really moist my skin and i don’t have dry cheek and chin already.
