The double cleansing concept was popular in South Korea when it was introduced to the beauty world, and yes mostly use two different cleanser. It has evolved to few methods that may suits different skin types and concerns.
France 🇫🇷 probably was popular with introducing micellar/cleansing water making double cleansing easier for makeup users.
The choice is at user convenience, either micellar water+water based/foaming cleanser, foaming+foaming cleanser or cleansing oil+foaming cleanser or even milk cleanser+foaming cleanser.
Double cleansing is not for everyone, some folks developed sensitivity with double cleansing, and prefer gentle cleansers.

I never considered the use of the same cleanser as double cleansing. I've always used two separate products.
