yes it's true! I don't know where the misconception came from that these were meant to be used as a second cleanse...
milk cleansers are meant to be used as a first step cleanse that will remove light makeup and sunscreen. in most cases you'll also want to follow it up with a water based cleanser since it'll probably leave some residue on your skin!

It's quite the same as oil cleanser and is used to get off excess sebum and sunscreen or oil based maked off from skin, just as the oil cleanser would. You can follow it up as first step and then continue with your routine as you do

Yes it is
Milk cleanser is my first discovery first cleanser, waaaayyyy before the micellar water even a thing (I think around 2009 when I start using sunscreen in my 6th grade haha😂) and it's quite cheaper than any other makeup or first cleanser back then.
But for now if I should choose I would still prefer cleansing oil bc it's more effective and fast, plus I don't need cotton pads to wipe it out hehe

I use them as a first cleanse if I'm wearing makeup or sunscreen. I'll use it as my only cleanse in the morning as a refresher.

I think it depends on your needs, I wear makeup everyday and I feel like this doesn’t do a good job removing al my makeup compared to an oil cleanser, even if I follow it with a water based cleanser, so If you find that it works for you and your skin I think you can use it as your first cleanser. 💕
