From some of the toner pads and sheet masks I have used, I could say that they're almost the same. They both offer a wide range of different ingredients for every skin concern.
What I felt was just the pad and sheet thckness & texture. Generally, toner pads are thinner, but some sheet masks are also designed thin too. Toner pad's liquid is more viscous and watery, while sheet mask's liquid is more like an essence. Hmm, but I also found some toner pads with essence, also sheet masks with viscous consistency π
I think both are almost the same. They both are optional, but I think exfoliating toner pads are very useful and more practical than buying separate toner & pads. I'm not really a sheet mask girly, so I don't normally use it. Unless I got it from giveaway or PRπ

Toner pads have really helped improve my skin texture. I think the difference is that when you use toner pads, you can focus on specific parts of your face that need more care. π€

Toner pads can be used in place of sheet masks but it's generally used to apply toner. They're not neccessary. It's more of personal preference.
