Is this spf water or silicone based? & so should I use cleansing oil, balm, or water?

I feel like my cleansing water and face wash are not getting my sunscreen all the way off and I’m starting to break out With this ingredient list, does you think I should use a cleansing balm, cleansing oil or cleansing water? Because depending if it’s water or oil based depends on what you need to use to get it off, right?

Most SPF is oil base because many SPF ingredients dissolve in oil. This is a mineral base sunscreen so it definitely has oil. It also has alcohol so that it feels light on the skin (like the label says) but also has dimethicone as occlusive and moisturizer because it get dry with other ingredients in it. You can use cleansing oil or balm to clean it. If your water base cleanser is cleansing enough you can use it too but most likely allthe skincare girlies and guys will tell you to double cleanse Micellar water also works too

I use a cleansing balm. I use with a reusable make up remover sponge, these get washed and dried in the sunlight.

Mineral sunscreens caused irritation and small breakouts for me no matter what I used to remove them. Now I just use organic/Chemical and have no issue.
