Imma be real w you if you are in a budget skip toner πtoner really doesn't do much except "help other products absorb" I have used plenty of toners and none of them have done anything special. If can, I would much recommend a toner pad instead since it can actually target acne directly while still doing what a toner does. This is just my opinion and experience though!!

If you are okay with tocopherol (vitamin E) and fermented ingredients, I'd recommend the ampoule toner from Kaine. It's very hydrating and my acne prone skin didn't react negatively with it.
I don't know which Cosrx toner you're talking about but I think the price range is not far off from Cosrx.

You can't go wrong with the Naturie Hatomugi toner. It's lightly hydrating, good for those with oily skin and very affordable, especially for the size. Cezanne and Tony Moly have similar options too. Other than that, I also recommend the BOJ Ginseng Water. Light hydration and has oil-control properties.
