hi! alpha arbutin specifically target dark spots (not necessary more effective than azelaic), while azelaic acid overall exfoliate which help with acne, acne scars, etc,... alpha arbutin is often less irritating than azelaic acid, and can be pair with many other ingredients :)

Alpha Arbutin works really well for hyperpigmentation, dark spots, etc., and is considered effective around 2-4% which is easily available in OTC products
Azelaic acid is also good for the above but helps in fighting acne and redness as it's anti-inflammatory and anti-bacterial! However, it's considered most effective at 15-20% which is only available through prescription. The highest I've seen in skincare is the Ordinary's 10% and the Paula's Choice one. I think that should still be really good and have seen good results from people who have used the product. Geek and Gorgeous has 20% but they use a derivative and not pure Azelaic Acid but you can definitely see if it works for you.
Which one you pick depends on what specific concern you are targeting!
Do remember that a higher percentage doesn't necessarily mean better or faster results so start small and see what's working for you!
