I would suggest mix and match but since it's her first time, she doesn't know what she's allergic too and what works for her, with the plethora of skincare it's difficult to find what's best for you.
I would suggest trial kits, so even if the products doesn't work that well, it's in a mini size and you can just buy the full size if you like it, and kits are ment to work together.
Products i suggest for dry/sensitive skin:
Pyunkang yul kit
Cosrx snail kit
Dear Klaire's ( I'm not sure if they have kits )
Or just buy mix and match minis

I do have skincare that have fragrance.
It's fine as long as the fragrance is at the bottom of the ingredients list.

I do mix and match coz sometimes some products in the line doesn't work well with my skin.
For your sister I recommend Illiyoon Ceramide Ato Moisturizer. It is really heavy for me but my brother really loves it as he have dry and flaky skin

it’s fine to mix and match as long as you’re paying attention to the ingredients, you don’t want to end up using a bunch of different products together that have high percentages of the same actives.

Mix and match should be fine and I recommend a minimalist routine too!
